PM KIssan

Objective:

Pradhan Mantri Kissan Samman Nidhi Yojana (PM Kissan) is a new Central Sector Scheme with hundred percent funding from Govt. of India with a view to boost the revenue of the Small and Marginal Farmers.

Commence:

This Scheme is effective from 1st Dec. 2018. This scheme aspires to fulfill the financial needs of the Small and Marginal Farmers.

Venture:

This Scheme aims to facilitate the farmers in acquiring different inputs to make sure of a good crop healthiness and fair unsurprising farm income at the end of the each crop succession and also to protect Small and Marginal Farmers from falling into the clutches of moneylenders.

Benefit

Under this Scheme an income support of Rs. Six Thousand Per Year is provided to all farmer families across the country in three equal installments of Rs. Two Thousand each after every four months into the Aadhaar seeded bank accounts of entitled landholding families. The first payment under the scheme will be transferred to the entitled beneficiaries in the existing financial year itself. First Installment shall be transferred right away on recognition of the beneficiaries

Aadhaar

For availing benefits under the scheme, Aadhaar Card is compulsory. However, in cases, where the beneficiaries at present are not having Aadhaar or Aadhaar Enrollment number, interchange prescribed documents can be collected for identity verification and transfer of benefit to such farmer families for transfer of 1st installment. All such beneficiaries not having Aadhaar card shall have to enroll them for Aadhaar since transfer of subsequent installments will be done only on basis of Aadhaar seeded database. 

Families

Description of family entitled for the Scheme is defined as a family comprising of a husband, wife and minor children  who collectively own a cultivable land upto 2 hectare as per land records of the concerned State/UT. The entire responsibility of identification of beneficiary farmer families rests with the State / Union Territory Governments. The fund is directly transferred to the bank accounts of the beneficiaries.

Identification

The number of eligible families under the scheme has been estimated on the basis of projection of Agricultural Census 2015-16 data for 2018-19. The projected number of holding of SMFs landholder farmer families for FY 2018-19 is 13.15 Crore. Due to likely exclusion of certain categories of beneficiaries of higher economic strata, the total number of eligible beneficiaries has been taken as 12.50 Crore The existing land-ownership system will be used for identification of beneficiaries for calculation of financial benefit under the scheme.

Outline

The Scheme to be executed as Central Sector Scheme with 100% financial support by Government of India (GoI). For financial year 2018-19, a budget stipulation of Rs. 20,000 crore has been kept for disbursal of financial assistance to the eligible landholding SMFs families. Similarly, a budgetary provision of Rs. 75,000 crore has been kept in the financial year 2019-20 for disbursal of financial benefits to entitled landholding SMFs families.

Monitoring

For successful review and monitoring of the scheme, a Project Monitoring Unit at Central level will be set up in DAC & FW. The PMU headed by Chief Executive Officer, shall also undertake advertising movement (Information, Education and Communication). A stratified appraisal/monitoring method at National, State and District Level. At the National level, there will be a Monitoring Committee headed by Cabinet Secretary. State Govt. shall also notify the Monitoring Committees at the State & the District Level.

Forms

For enrollment, the farmer is required to approach the Local Patwari / Revenue Officer / Nodal Officer nominated by the State Government to get Nakal Khasra Gardawri and PM Kissan Application Form. The Khidmat Centres/Common Service Centres (CSCs) have also been authorized to do registration of the farmers for the Scheme upon payment of fees. Farmers can also do their self-registration through the Farmers Corner in the PM Kisan portal. Farmers can also edit their names in PM-Kisan database as per their Aadhaar database / card through the Farmers Corner in the portal. Farmers can also know the status of their payment through the Farmers Corner in the portal or can seek the help of Khidmat Centre.


Exclusion

Farmers covered under the Exclusion Criteria of the Operational Guidelines are not eligible for the benefit of the Scheme. There will be exclusion of certain categories of beneficiaries of higher economic level, which will be separately notified by the Government in due course.  The categories of beneficiaries of higher economic status shall not be eligible for benefit under the scheme.
·    All Institutional Land holders Farmer families in which one or more of its members belong to following categories
·        Former and present holders of constitutional posts
·        Former and present Ministers/ State Ministers and former/present Members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils,
·   Former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.
·       All serving or retired officers and employees of Central/ State Government Ministries /Offices/Departments and its field units.
·       Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular employees of the Local Bodies.
·      Excluding Multi Tasking Staff /Class IV/Group D employees)All superannuated/retired pensioners whose monthly pension is Rs.10,000/-or more
·         Excluding Multi Tasking Staff / Class IV/Group D employees) of above category.
·         All Persons who paid Income Tax in last assessment year

·     Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies and carrying out profession by undertaking practices.
